Quarantine is not a hindrance. Online meeting of participants on the final steps towards implementing the Guidance

On October 30, 2020, within the framework of the international project “Court, citizens, society, state: cooperation for change”, a meeting of participants was held in the video conference mode using ZOOM platform.

During the meeting, the participants discussed the specifics of implementation and accountancy of the application of “Guidance for organizing effective legal proceedings” (hereinafter referred to as Guidance), as well as the specifics of their implementation in the context of the pandemic.

Deputy Prosecutor of Odessa region Yuriy Sharnin proposed to introduce and work out a system for accountancy of the guidance implementation by prosecutors within each of the departments. This proposal was supported by judges and attorneys.

The participants of the meeting agreed that the expert group will create a single algorithm for implementing the guidance for all judges.

Tetyana Gerasimova noted that an important aspect of the introduction of the guidance is the effective communication of the guidance content and the procedure for their implementation to citizens, and therefore it is necessary to apply optimal ways of public awareness.

Interestingly, during the meeting, the participants shared their experience in applying certain provisions of the guidance in the course of legal proceedings.

Reference: the start of the official implementation of the guidance was planned for April 01, 2020, but due to the COVID-19 pandemic, the start was postponed to November 01, 2020. But this circumstance only had a positive impact on the process and allowed the project participants to “polish” the content of the guidance and determine the ways of implementation.
